- Resumen: This paper reviews measures of entrepreneurship and the possible links to economic growth and performance. Available data are used to illustrate differences across OECD countries and to examine the role which entrepreneurship might play in their growth performance. The paper focuses on the factors which influence levels of entry and exit of small firms and which have significant implications for government policies. While survival and expansion of existing firms is critical to the growth process, the factors and policies conducive to longer-term small firm performance and endurance are not considered here; these are the subject of the ongoing work programme of the Committee on Industry and Business Environment and its Working Party on Small and Medium-Sized Enterprises (SMEs).
